Influence of the BNB and Regulations on Green Mortgages

Preferential Treatment of Green Assets


The Bulgarian National Bank (BNB) and European regulations create conditions for preferential treatment of loans directed towards sustainable (green) assets. Although direct relief in terms of capital requirements for "green" loans has not yet been introduced by the ECB/BNB, the banking system is encouraged to develop this segment, as it represents a lower risk in the long term (1).

Regulatory Encouragement and Risk Profile


1. Lower Risk Profile: High energy efficiency properties (class A/B) financed with green mortgages typically have lower operating costs. This reduces the financial pressure on the borrower and consequently lowers the probability of default. This lower risk profile may allow banks to apply lower risk weights when calculating capital adequacy (which is a key regulatory incentive), even before formal changes to BNB Regulation No. 8 (2).

2. Countercyclical Buffer (Indirect Impact): While the increase in the countercyclical capital buffer (to 2.0% by 2026) makes general lending more expensive, it does not disproportionately affect green lending. Banks have an incentive to direct resources to less risky and regulatory-supported segments, such as green mortgages, to optimize their capital efficiency (3).

3. Reporting Requirements: The BNB is requiring banks to be more transparent and accountable about ESG factors in their loan portfolios. This is forcing banks to introduce and actively offer "green" products to meet regulatory expectations and meet the ECB's stress testing requirements (2).
